If your fit-out affects fire safety, life-safety systems or commercial occupancy, you generally need Dubai Civil Defence (DCD) approval. Commercial units, restaurants, clinics and offices almost always require it; purely cosmetic residential work usually does not.

When DCD approval applies

DCD review is triggered when work touches fire alarms, sprinklers, emergency lighting, fire-rated partitions, escape routes, or changes the use of a space. For commercial fit-outs it is a standard, mandatory step alongside Dubai Municipality and the developer NOC. Skipping it can stop you getting a trade licence or occupancy sign-off.

The practical process

  1. Appoint a DCD-approved contractor and consultant
  2. Submit fire and life-safety drawings for review
  3. Carry out works to the approved design
  4. Pass the DCD inspection and obtain the completion certificate
