All of it sits on top of finished work, which makes sequencing and care more important than scale.

The second thing worth doing early is the closed-kitchen question. Grand villas are usually delivered open-plan, and families who cook seriously often want a closed preparation kitchen alongside the show kitchen. That is a layout change, which means it is structural approval territory and it is dramatically simpler before anyone moves in.
Interior work that does not touch structure or main services generally needs a Majid Al Futtaim community No Objection Certificate, submitted through the Belong by MAF app. Majid Al Futtaim does not issue paper NOCs, so the portal is the route. Structural work, layout changes and permanent outdoor structures add a building permit from the Dubai Development Authority, and DEWA comes in separately wherever electrical load increases.
Guides that name Dubai Municipality as the Tilal Al Ghaf permit authority are working from an older position. DDA is the better-evidenced route for this master zone and filing with the wrong authority is reported as one of the more common causes of delay.
