Tilal Al Ghaf is a master community of roughly three million square metres in southern Dubai, developed by Majid Al Futtaim, at the meeting of Hessa Street and Sheikh Zayed Bin Hamdan Al Nahyan Street. It is built around Lagoon Al Ghaf, a swimmable lagoon of about 70,000 square metres with a sand beach and a waterfront promenade. The distinction matters commercially and we would rather say it than sell around it. Buyers in the 2026 neighbourhoods are taking delivery of homes where the landscaping is part of the construction contract, so the useful conversation is the handover window: snagging, layout decisions, cabling and joinery, all of which are far cheaper before the furniture arrives.

Once a family has lived in a Tilal Al Ghaf home through one summer, the priorities become consistent. Gardens need to be designed for real Dubai conditions rather than planted and hoped for. Outdoor space needs shade before it needs furniture. Interiors need storage and joinery that the standard specification did not include.

Tilal Al Ghaf sits in a Dubai Development Authority master zone, and DDA is the statutory building authority for it. Engineering consultancies working in the community report that submitting a structural application to Dubai Municipality instead of DDA is one of the most common procedural errors owners make, and that it costs weeks. Structural Solutions, which publishes the most detailed public guide to Majid Al Futtaim NOCs, itself named Dubai Municipality in an August 2025 article and corrected to DDA in July 2026.
Dubai Municipality still matters at the level of the code the drawings are prepared to: Decree No. 45 of 2021, the Dubai Building Code, remains the referenced standard. The distinction is which authority stamps the permit, not which rulebook the design follows. Confirm the current route with Majid Al Futtaim community management before you submit anything, because master-zone jurisdictions do get reassigned and a guide published last year is not a substitute for asking.
DEWA enters separately wherever electrical load increases, and Civil Defence where gas or fire systems are involved. Gated community rules on working hours, deliveries, contractor parking and waste removal run alongside all of it. Timelines depend far more on approvals and on the scope than on the building work itself. A straightforward planting and irrigation scheme is a short project. A pool, a built structure, or a full interior fit-out is a longer one because each carries an approval step before anything can start on site. The single biggest cause of delay we see is starting the approval conversation late.
The practical advice is to sequence in the right order: anything that involves digging or services first, then hard landscaping, then planting and finishes. Doing it the other way round means paying twice to undo finished work.
