A Dubai pool has two costs and most quotes only cover one. The build is driven by pool type, size and engineering, but the running cost, water treatment, electricity for filtration, chilling in summer and heating in winter, plus scheduled maintenance, continues for as long as you own it. In Dubai's climate that second number is substantial.
Filtration runs daily. A chiller in summer is the single largest electricity item for most Dubai pools, and heating in winter adds to it if you swim year round. Evaporation here is high, so top-up water is continuous. Then there is chemistry and cleaning, which needs to be frequent given the heat and usage.
Saltwater systems generate chlorine from salt rather than dosing it directly. They usually mean lower consumable cost and water many people find more comfortable, offset by the cost of the chlorinator and eventual cell replacement. Both still require balancing and monitoring, and Dubai's mineral-rich supply water and high evaporation change dosing more than most owners expect. Neither is maintenance-free.
A cover reduces evaporation and chilling load more than any other single measure. Variable-speed filtration, correctly sized plant and shade over part of the water all help. These decisions are far cheaper made at design stage than retrofitted.
