Which authority approves work at a Dubai property depends on where the property sits, not on what the work is. Trakhees covers PCFC areas such as Palm Jumeirah and Al Furjan, the Dubai Development Authority covers areas including TECOM and Nad Al Sheba, and Dubai Municipality covers mainland. On top of the authority, your master developer and building management usually require their own NOC.
This is where most projects get delayed. There is the authority approval, which is statutory, and separately the community approval from Emaar, Nakheel, DAMAC or your building management, which is contractual. Satisfying one does not satisfy the other, and a contractor without the community NOC will not be allowed on site regardless of what permit they hold.
Decorative work, painting, flooring and furniture usually do not need authority approval, though your building may still want notice and a contractor NOC before letting anyone work.
Approval timelines sit with the authority and the community, not with the contractor. Anyone promising you a guaranteed approval date is promising something they do not control.
