A condition report is a dated, photographed record of a property's exact condition at a point in time. Taken at check-in it documents pre-existing damage so you are not charged for it later. Taken at check-out it documents the condition you handed back. Deposit disagreements in Dubai turn on evidence, and this is the evidence.
The report most people skip is the one that protects them most. At check-in almost nobody photographs the scuffed skirting, the chipped worktop, the cracked tile behind the door or the stained grout, because they are moving in and it is not on their mind. Months or years later there is no way to show those were already there. A check-in report removes that argument entirely, and it takes a couple of hours.
At the end of the tenancy the two reports are compared side by side. Anything present in the check-in report is not new damage. Anything that has appeared is then assessed as either fair wear and tear or tenant damage. That is the same distinction a dispute would turn on, and having it documented is what keeps the discussion factual.
Dubai tenancy law expects a property to be returned in the same condition excepting normal wear and tear. Gradual deterioration from ordinary living generally falls on one side of that line, and holes, breakages, stains and unapproved alterations generally on the other. Contested cases are decided by the Rental Disputes Settlement Centre, not by us or by a landlord, so we document condition factually and do not tell you what the outcome will be.
