What documents does an office fit-out permit need?

The core set is an Ejari-registered tenancy for the unit, a landlord NOC that states the actual scope of works, fit-out drawings stamped by a registered consultant, and the contractor's registration. A generic "fit-out permitted" letter is not enough on its own and is commonly sent back. In a multi-tenant tower, add the building management's engineering NOC. Which authority issues the permit depends on the location, mainland Dubai Municipality or a free-zone authority such as DMCC.

Who is the authority for my building?

Mainland towers, including most of Business Bay and Downtown Dubai, are under Dubai Municipality. Jumeirah Lake Towers is a DMCC free-zone community managed by Concordia, so its permit route is DMCC and Concordia, not Dubai Municipality. Getting this right first matters, because drawings prepared in the wrong format for the wrong authority are rejected at the portal.

Why the contractor registration matters

Dubai Municipality requires the drawings to be stamped by a registered consultant and the work carried out by a registered contractor. An approval consultancy can help with paperwork but cannot supply a contractor's registration or build the office; a licensed design-and-build contractor does both, which removes a handoff and a point of failure. We hold the registrations and deliver the works.

How long does it take?

The NOCs typically clear in a number of working days and the permit in a similar window, so allow a couple of weeks for approvals before site work, longer where a building management NOC is also required.
