A mezzanine or a change of use brings structural and fire approvals. We confirm the authority for the unit, whether Dubai Municipality or a free-zone body, and design the compliance in rather than retrofit it.

Authority requirements that can change

These come from the relevant authority but are revised from time to time. Treat them as a starting point and confirm the current position for your property before you rely on them.

• A commercial fit-out permit in Dubai requires an Ejari-registered tenancy contract for the unit; the permit application is checked against the active Ejari record. (Source: Dubai Land Department, checked August 2026)
• A scope-specific landlord No Objection Certificate is required for a commercial fit-out. A generic letter that only says fit-out is permitted, without stating the works, is commonly rejected by the reviewing authority. (Source: Dubai Municipality, checked August 2026)
• Fit-out drawings for a Dubai Municipality commercial permit must be prepared and stamped by a Dubai Municipality-registered consultant, and the work carried out by a registered contractor. (Source: Dubai Municipality, checked August 2026)
