Jurisdiction in Dubai is not uniform, and this is where most owners get stuck. Free-zone and special development areas such as JLT, JAFZA, Palm Jumeirah and Al Furjan generally fall under Trakhees. Areas including TECOM, Dubai Hills and Nad Al Sheba typically sit with the Dubai Development Authority. Mainland plots go through Dubai Municipality. On top of the authority, the master developer of your community has its own rules, and both usually have to be satisfied.
Typically a site plan showing the works in position, elevations or details of any structure, material and colour specification, the contractor trade licence and insurance, and neighbour NOCs where a shared boundary is affected. Pools and anything structural carry additional requirements, and excavation near foundations may need a structural stability report.
